DESCRIPTION
The Navy "E" Ribbon (or Battle Efficiency Award) is awarded to a command or unit component that attains the highest standards of battle efficiency and sustained readiness over an inspection cycle or major operational period. This award signifies that a specific unit (e.g., a single aircraft squadron, a flight element, or the IOG/ZEUS team) is the most efficient and ready component within the entire unit structure. It is not an award for combat heroism, but rather for flawless operational execution, administration, and training excellence.
HISTORY
The Navy "E" Ribbon represents the culmination of the Battle Efficiency Competition (Battle "E") established in 1906. The ribbon was authorized in 1976. It is highly coveted and awarded to the unit that wins the competition for overall readiness and performance within its command structure. It ranks immediately below the Meritorious Unit Commendation (MUC) and is worn before all Campaign and Service Medals. Receiving the "E" signifies the unit component is the best of its type.
PREREQUISITES
Overall Superior Readiness
The unit component must maintain the highest standards of sustained operational, administrative, and training readiness over a full cycle (6+ months).
Flawless Execution
Demonstrated flawless execution in all major administrative or training inspections, resulting in zero critical failures or major discrepancies.
Best in Class
The component (e.g., a specific squadron) must be rated as the most efficient among all comparable components within the larger CSG-12 structure.
CO Certification
Requires detailed certification from the Senior Reporting Officer overseeing the unit's readiness and final approval from the Commanding Officer (O-6).
